How might austrian history have been different if francis joseph chosen a different course of action?

I think Francis Joseph played only a minor part in the fate of the Austria-Hungarian empire. Events really left the emperor with very little choice and made war almost inevitable.

The break up of the Ottoman Empire in the Baltic states, the rise of Serbia with Russian support, put Serbia and Austria on a collision course for dominance.

The defeat of the Austrian army by Prussia in 1866 really put pressure on Francis Joseph to make Austria look strong in Europe. The murder of Francis Joseph wife, elizabeth, and the later suicide of his son Rudolf as well as the assasination of his heir Francis Ferdinand - really pushed Francis Joseph to war.

Francis Joseph had to stand up against Serbian nationalism in 1914 - otherwise it would have been seen by the rest of Europe as a failure by Austria to stand up for herself and be a European power.
